Every tuber sent will have at least one eye. During dormant times eyes are very hard to see and may not be visible until the tuber begins to wake up due to warmer weather/conditions.
My opinions, please remember this is subjective & everyone has different taste, standards, etc. One of my favorite new dahlias for cut flower use. Very strong stems & good vase life. Tidy plant.
